中国政府已从法国开发署申请了一笔贷款，用于支付法国开发署贷款宁德市建设自然与文化遗产保护和合理利用示范工程项目的费用，并计划将其中的一部分贷款用于支付第六包：大碑溪、万安公园、茶盐古道初步和深化设计研究与工程（EPC）项目（重新招标）（招标编号：0703-2450CIC2P001/R）合同项下的合格支出。
一、本合同建设内容和工期
项目名称：法国开发署贷款宁德市建设自然与文化遗产保护和合理利用示范工程项目第六包：大碑溪、万安公园、茶盐古道初步和深化设计研究与工程（EPC）项目（重新招标）（招标编号：0703-2450CIC2P001/R）
合同内容：
建设内容（大碑长桥步行系******居修复建设；茶盐古道阐释系统建设工程。本工程的EPC总承包工作，包括本工程的任务大纲技术部分——研究与设计文件、施工直至竣工验收合格及整体移交、工程保修期内的缺陷修复和保修工作）；
设计内容（本部分分为两部分：一是本包涉及项目所需的测绘和导则编制部分，二是工程项目涉及的包括大碑长桥区域和茶盐古道区域的方案设计、初步设计和施工图设计）；

工期：24个月
二、评标结果
技术标开标时间为2025年2月25日10:00，开标结束后随即展开了对技术标的评标工作，评标报告于2025年3月5日获得了法国开发署的不反对意见。财务标开标时间为2025年3月12日09:30，开标结束后随即展开了对财务标及资格审查的评标工作，评标报告于2025年3月14日获得了法国开发署的不反对意见。现将评标情况公示如下：（详见附件）

The technical evaluation report was approved by AFD on March 5,2025. Financial Bid Opening Ceremony was held on 09:30 a.m. March 12,2025, the Bid Evaluation for financial bid was conducted after the bid opening immediately. The financial and qualification evaluation report was approved by AFD on March 14,2025.and the evaluation results are now publicly announced as follows: (refer to attachment)
Based on the qualification evaluation conclusion, the BEC reached a final unanimous conclusion:[Consortium of Hunan Architectural Design Institute Group Co., Ltd., Hunan No.4 Engineering Co., Ltd. and Power China Zhongnan Engineering Corporation Limited], who is the Combined Rank No.1 and is substantially responsive to the bidding documents and be eligible and qualified to perform the contract satisfactorily, with the most advantage bid price shall be awarded contract according to the Section I ITB 41 "Most Advantageous Bid" of BD.
